New DNS Abuse Framework Uses Internet & Jurisdiction Policy Network Criteria

On October 18 2019, a coalition of innovative registries and registrars including Public Interest Registry, GoDaddy, Donuts, Tucows, Amazon Registry Services, Blacknight Solutions, Afilias, Name.com, Amazon Registrar, Inc. Neustar and Nominet UK, released a DNS Abuse Framework defining what types of abuse in, within and around the Domain Name System (DNS) are appropriate for DNS technical operators to take action on. 

This new DNS Abuse Framework references the Internet & Jurisdiction Policy Network’s definitions set out in the Domains & Jurisdiction Program’s Operational Approaches Document released in 2018. 

DNS Operators receive cross-border requests to take action against domain names allegedly associated with technical abuse or problematic content. The Domains & Jurisdiction Program’s Operational Approaches provide a set of descriptions of different types of technical abuses, as well as website content abuse, for which Registries and Registrars often receive such requests.

The Domains & Jurisdiction Program’s Operational Approaches documents were developed by the Members of the Domains & Jurisdiction Program’s Contact Group to develop interoperable solutions to challenges around action to address abuse at the DNS-level. This multistakeholder policy resource includes concrete proposals for operational Norms, Criteria and Mechanisms on DNS level-action to address abuses. 

The Secretariat of the Internet & Jurisdiction Policy Network is pleased to see stakeholders leverage the Domains & Jurisdiction Operational Approaches as it provides a common frame of reference for public and private decision-makers in their efforts to develop policy standards and cooperation frameworks.
