The Domains & Jurisdiction Program Contact Group remains engaged in building clarity and common approaches to DNS level action to address online abuse and working to enhance policy coherence and develop solutions for legal interoperability.
The Contact Group, bringing together over 40 stakeholders from governments, private sector, international organizations and civil society, plans to release a number of outcomes in 2022 to build upon the Toolkit released in 2021, “DNS-Level Action to Address Abuses” and provide resources and implementable solutions for DNS Operators, abuse notifiers, law enforcement and governments.
The group is currently developing the following resources:
Outcome: Trusted Notifiers: Typology and Framework Components
This resource will provide a ‘Typology’ that identifies different types of Trusted Notifiers. The document will also share information on the different ‘Attributes of a Trusted Notifier Relationship’, which provides guidance on how to establish Trusted Notifier relationships, including common attributes of formal trusted notifier arrangements. To help provide a framework upon which formalized contractual agreements between Notifiers and DNS Operators may be based, the resource will also catalogue the different substantive considerations that may form the basis of an agreement based on mutual affirmations of commitments between Notifiers and Operators. Such arrangements are intended to facilitate coordinated action on addressing abuses at the DNS Level.
Concept Note: Improving the Workflow of Botnets: Handling Algorithmically Generated Domains
The Contact Group is developing a resource to present a workflow on how to handle algorithmically generated domains, or botnets. The Contact Group is working on a proposal for an alternative framework to enhance global cooperation in the validation and remediation of botnets.
Other issues which the Group plans to address include:
- Transparency in DNS abuse mitigation and reporting.
- A survey and mapping of contractual obligations for generic top Level Domain operators and overall anti-abuse obligations and best practices for all TLD operators, including country code TLDs.
The Domains & Jurisdiction Program Contact Group is planning a physical meeting of the Contact Group, to take place in Paris, in May 2022 .
