On February 23, 2021, I&J Director, Data & Jurisdiction Program, Lorrayne Porciuncula participated in a panel on regulatory innovation at the Telecommunications Policies Seminar organized by Teletime News and Universidade de Brasília. Ms Porciuncula presented some of the insights from the recent Internet & Jurisdiction Policy Network and the United Nations Economic Cooperation for Latin America and the Caribbean (UN ECLAC) report that addresses the main cross-border legal challenges on the internet for Latin America and the Caribbean.

The Internet & Jurisdiction and ECLAC Regional Status Report 2020 aims to serve practitioners as a roadmap to some of the most pressing issues surrounding policymaking and the cross-border nature of the internet in Latin America and the Caribbean. Translating highly technical information into actionable information for policymakers, the Regional Report reveals the latest trends on key topics ranging from the role of intermediaries, privacy, freedom of expression and also start-ups, artificial intelligence, and the Internet of Things.

The Telecommunications Policy Seminar convened policymakers, regulators, academics, and executives from strategic-regulatory areas. The panel on regulatory innovation addressed how to implement an innovative regulatory approach in Brazil to answer to market dynamics and societal demands, while mapping international and regional good practices, such as those related to regulatory sandboxes. 

Given the disruptive technological developments that have and will continue to challenge domestic and international regulatory frameworks, we have no choice but to foster regulatory innovation, through new tools and new governance approaches” said Ms Porciuncula.

The Telecommunications Policies Seminar is the sector’s leading meeting for regulatory planning and discussions of the political agenda for the sector during the year. Traditionally held in Brasília at the beginning of the Executive and Legislative work, in 2021 due to the pandemic, the seminar was held virtually.
