Handling the Tension between Terms of Service and National Jurisdictions

As part of of the global preparatory process for the Internet Governance Forum (IGF) 2013 in Indonesia, the second regional Internet & Jurisdiction workshop took place on July 1-2, 2013 in Europe. Representatives from International organizations, states, platforms, technical operators, civil society and academia gathered in Paris at the Centre Pompidou Museum for Modern Art to discuss the issue of “Handling the tension between Terms of Service and national jurisdictions: What cross-border frameworks to ensure interoperability and fair process?” The meeting was organized in partnership with the Swiss Federal Office of Communications (OFCOM).

Similar to the first regional workshop that brought together Latin American stakeholders in Brazil, the Europe meeting allowed to explore appropriate frameworks to deal with the diversity of procedures put in place by states to enforce local laws, and cross-border platforms to implement their Terms of Service in order to ensure interoperability, fair process and traceability in state-platform-user interactions.

The insights of the Europe workshop will feed into the IGF 2013 Workshop 42 “Fair process frameworks for cross-border online spaces."
